Large numbers and groups of their Refugee vessels converging on the system due to its Reputation as a Jump-port to multiple allied empires. a good number of them choosing to settle within the Still Developing system, the Tenebrean Government granting them amnesty by Annexing them as Citizens of the Tenebrean Collective.
